A public local inquiry was held by order of the Secretary of State
for the Home Department, by Mr. D. Cubitt Nicholls, at your
Board's Offices, No. 199, High Holborn, in March last, for the
purpose of ascertaining the correctness of my official representation
as to the area and the sufficiency of the Scheme provided for its
improvement and to any local objections to such Scheme.
The inquiry lasted six days, and was subject to great opposition on
the part of various owners. Mr. D. C. Nicholls has since made his
Report to the Home Secretary, who has made a provisional order in
respect of the property to be laid before Parliament, subject to
certain conditions and modifications.
The low death-rate in the District during the past year bears
evidence of its healthy condition, and must be a source of congratulation
to the Board for its efforts in the sanitary improvement of the
District.
I have the honour to be,
Gentlemen,
Your obedient Servant,
S. R. LOVETT,
Medical Officer of Health.
June, 1879.
