Recreation and Meals
The Council continued to make an annual grant to the Royal
Borough's Old People's Liaison Committee (Kingston upon Thames) to help
provide services for the elderly in their clubs and day centres and to
include the provision of meals at these day centres.
During March 1970 the Surbiton Old People's Welfare Committee
extended their meals facilities for elderly people by opening a luncheon
club in the Chessington area and the meals for this club are supplied
from the Council's meals-on-wheels kitchen.
WELFARE OF THE HANDICAPPED
The National Assistance Act 1948, Section 29 provides for
local welfare authorities to promote the welfare of persons who are
blind, deaf and dumb and other persons who are substantially and
permanently handicapped by illness injury or congenital deformity and
such other disabilities as may be prescribed by the Department of Health
and Social Security.
During the year a new Act - the Chronically Sick and Disabled
Persons Act 1970 - became law, but up to the time of the preparation of
this report local authorities were still awaiting definite instructions
from the Department of Health and Social Security on its implications,
which are bound to be extensive and which will involve local authorities
in considerable additional expenditure.
