SECTION D.
HOUSING
During the year 16 applications were made for Certificates
of Disrepair, compared with eighty for 1958. The rate of applications
has diminished to such an extent that it is reasonable
to assume that the Act is functioning satisfactorily and in the
main, landlords are able to meet the tenants' requirements as
to repairs. It will be remembered that the function of the Local
Authority with regard to the Act is generally one of arbitrator
between landlord and tenant and during the twelve months under
review this duty has been discharged without difficulty.
With regard to statutory action under the provisions of
the Housing Act, 1957, Closing Orders were made in respect of
No, 70, Cambridge Grove Road and No. 95, Richmond Road (basement).
A Demolition Order was made in respect of a houseboat 'Mathis'
and the following Clearance Orders were made -
Park Road Clearance Order
(Nos, 77a-99 Park Road. Twelve properties)
Cowleaze Road Clearance Order
(Nos, 45, 47 and 49, Cowleaze Road, Three properties)
With regard to the Statutory Notice served last year under
the provisions of Section 9 of the Housing Act, 1957, for repairs
at No, 84, Cambridge Grove Road, the works were carried out by
the Corporation in default of the owners.
In accordance with Ministry of Health Circular 28/54, the
following information in tabular form, as required by article
31 of the Housing (Consolidated) Regulations is included,
1. Number of houses inspected and recorded 123
2. Number of houses which, on inspection,
were considered to be unfit for human
habitation 17
(a) Parts of houses which, on inspection,
