In all the areas and individual roads set out above,
the total approximate number of sub-standard houses is 2079.
It must be emphasized thai, this figure has been reached
without any actual survey and only from personal knowledge of
the district. Whilst it is, considered that these houses fail
to reach what I am sure your Committee would agree is a reasonable
standard of fitness for human habitation, yet it must not
be interpreted as meaning that the houses are unfit for habitations
The information herein will provide a rough indication of
the present position, but a true picture can be produced only by
a complete surveyc In this connection, I understand that the
Report upon Rural Housing (just published) makes reference to the
requirements of a fit house, and it is reasonable to expect that
the Ministry of Health will soon give formal recognition to a
standard of fitness which can be applied nationally. Until such
a standard is available, any survey which may be made can be of
local significance only, and, therefore, of limited value.
(f) AGED AND INFIRM PEOPLE.
From time to time, with, I fear, increasing regularity,
the sanitary inspectors come across rooms which are occupied
by aged and/or infirm people who, for one reason or another, are
unable to maintain themselves in a reasonably clean and healthy
condition These cases create a problem which cannot be solved
by any known text-book procedure. • The conditions, are usually
most distressing, and they cannot be alleviated without the
exercise of tact and discretion, and the sympathetic action of
your officers.
During 1947 several cases of this kind were dealt with
in this Borough.

(a) MILK SUPPLY.
The number of dairymen registered under the provisions of
the Milk and Dairies Order, 1926 with the Corporation for the sale
of Milk at the end of 1947, was 17.
(b) Designated Milks.
Apart from the Registrations referred to above, Licences
were issued to dairymen, (excluding Producers of which there is
none in Kingston) permitting the sale of Designated Milks. The
details are as follows:-
