(e) TOWN PLANNING - DRAFT OUTLINE PLAN.
Obsolescent Areas etc. Early in the year 1947 your
Public Health Committee instructed me to submit comments upon
those parts of the Borough which had been included in the
Draft Outline Plan as obsolescent areas. Accordingly, a
special Report was submitted to the Committee on 10th March,
1947 and the Medical Officer of Health indicated that he
agreed with the comments.
Report referred to above.
In accordance with the instructions of your
Committee I submit the following comments upon the Draft
Outline Plan, more particularly in regard to obsolescent
areas.
Beyond a doubt, there may be a definite relationship
between redevelopment areas within the meaning of (i)
The Housing Act 1936 and (ii) The Town and Country Planning
Act, 1944, but it is feasible that blocks of property which
are badly laid out, of obsolete development or mainly
business in character would come within the scope of the
latter Act rather than Section 25 of the Housing Act 1936.
For this reason no comment is offered upon the
central or business part of the borough, although there is,
within that area, residential property which is of a low
standard and ripe for appropriate housing action, as and
when the opportunity presents it self. Examples of this
type of premises are situate as follows:-
Young's Buildings, Eden Street.
Brook Street.
Bishops Hall.
Bath Passage.
St.James Road.
Union Street.
Eden Street.
Vicarage Road.
Water Lane.
Approximately 59 low grade occupied houses are
within this central area.
In the Report already submitted by the Town
Planning Consultant, certain areas were set out as being
suitable for redevelopment. For convenience it is
proposed to comment on each area in the same order as in
the previous Report.
(i) Canbury Passage area. To the area already dealt with
prior to the outbreak of war, and which has been cleared,
should be added the following:-
Canbury Passage 21 premises,,
Canbury Place 2 „
Queens Place 8 „
Walter Street 3 „
Richmond Road 24 „
Total 56 „
(ii) Acre Road etc. area. This area should embrace the
whole of Acre Road, Cowleaze Road, Elm Crescent, Elm
Grove, and Hudson Road, together with part of Canbury
park Road and East Road. In this area there are approximately
325 houses.
