(iv) SHOPS AND OFFICES.
Arrangements for the health and comfort of workers
in shops are controlled by the Shops Act 1934 whilst the
Public Health Act, 1936, brought offices within certain of the
provisions. Apart from specific instances where complaints were
received, circumstances again prevented any systematic improvements
being carried out during the period under review.
(v) CAMPING SITES.
Apart from the limited use of Stevens Ait, a small
island opposite the northern end of Canbury Gardens, there are no
camping sites in the Borough.
(vi) SMOKE ABATEMENT.
During 1946 work was commenced in connection with the
conversion of the steam raising plant referred to in the Report
for 1945. This plant had used creosote pitch mixture as substitute
fuel for some years, and the resulting nuisance from
dense black smoke was most marked. After many attempts to
abate the nuisance by modification of the burners etc. had
failed, the Ministry of Fuel and Power finally gave permission

The opportunity was taken to install an additional
boiler of greater capacity and a new chimney shaft also was
constructed. Since the return to, the use of oil, no further
emission of black smoke has been recorded in connection with
this particular plant.
In another case it was necessary to take action in
respect of grit emission from the steam raising plant of a
laundry, In this instance the nuisance is in no small measure
due to the use cf lav grade fuel. In an effort to prevent
further trouble, an order has been placed for a grit arrester
to be fitted at the base of the chimney-stack and it is hoped
that this work will be completed early in 1947.
(Vii) SWIMMING BATHS AND POOLS.
(a) Public. The Corporation Swimming Baths are
situate in Denmark Road and comprise two pools, only one of
which was available for swimming during 1946. The other bath-
