( iv) SHOPS AND OFFICES.
Arrangements for the health and comfort of workers
in shot's are controlled by the Shops Act 1934, whilst the
Public Health Act, 1936, brought offices within certain of
the provisions. Apart from specific instances where complaints
were received circumstances prevented any systematic
improvements being carried out during the period under review.
(v) CAMPING SITES.
Apart from limited use of Steven's Ait, there are no
camping sites in the Borough.
(vi) SMOKE ABATEMENT.
The continuance of war conditions prevented anything
more than advisory work being done. Owing to the scarcity
of skilled stokers there were several cases of excessive
emission of black smoke, which upon investigation were shown
to be due to inefficient firing of the furnaces. It was
not an unusual circumstance to find that a principal of the
business or another person not at all used to the work of
stoking was making the best possible effort to keep the
fires burning, and the steam pressure up, in the absence
of a regular fireman. In such cases one could do no less
than admire the determination) of the substitute stoker and
tactfully to refrain from offering what would probably be
considered to be unnecessary advice.
In other instances poor quality coal, or substitute fuel,
was responsible for the smoke and in such cases it was almost,
if not quite, impossible to effect a cure without a change of
fuel, and alternative fuels were seldom available.
(vii) Swimming- baths and pools .
(a) public.
The Corporation swimming bath comprises two.pools
one of which remained closed during 1944 for use as a British
Restaurant. The other swimming bath remained in use throughout
the year.' A purification and filtration plant is installed.

open to the public, in the Borough.
