Excessive smoke is avoidable except when the furnace
is being freshly lighted up, and it is an offence to permit
the emission of black smoke for more than two minutes
in any consecutive thirty minutes. This limit was exceeded
on several occasions when smoke observations to the number
of 55 were made during 1936. 1n one case of persistent
excessive smoke, the offender was given final warning that
failure to prevent the nuisance would be followed by statutory
action on the part of the Corporation.
This warning produced the desired effect and the improvement
was maintained until the end of the year, but
recent observations show a tendency to revert to a lower
standard of efficiency. The period of improvement demonstrated
quite clearly that the smoke could be prevented
or reduced substantially, provided proper care was taken
in stoking and management of the plant.
COMMON LODG1NG HOUSES
There are only two registered common lodging houses
in the Borough, viz:—
Nos. 8 and 10, Vicarage Road (Othen's)—50 beds for
men only.
No. 52 Canbury Passage (Marsh's)—35 beds for men only.
As will be seen, there is no accommodation for married
couples or for children in the registered lodging houses.
The Vicarage Road premises are not of modern design,
but they have the advantage of having been designed for
the reception and housing of lodgers. The Canbury Passage
house on the contrary was originally designed as a licensed
premises known as the Queens Arms, and was only converted
to its present use when the licence was referred
to the compensation authority in 1906 and closed on the
grounds of redundance. 1t is an old building with structural
drawbacks, but it was maintained in reasonably clean
condition by the late owner, Mr. Wm. Marsh, now deceased.
Mr. Marsh controlled the premises in his own manner and
