SMOKE ABATEMENT.
During the year, 6 complaints were received in respect
of alleged excessive emission of smoke or grit from
chimneys.
Whilst it is, perhaps, true to say that a serious nuisance
does not exist in this Borough yet we must continue to
take an active interest in the general subject of smoke
abatement. Except when an ordinary furnace is being
freshly lighted up excessive smoke is avoidable. The
number of industrial chimneys in the Borough is comparatively
small but if each chimney were permitted to pour
soot laden smoke into the atmosphere our town would soon
present a very different aspect to what it does at present.
The question of atmospheric pollution is not one which
can be dealt with satisfactorily by each local authority
independently of neighbouring authorities. For this reason
