If upon such comparison the premises fall short to
any considerable extent of either the existing building
byelaws or of the general housing standard it appears that
it is the duty of the Council to adjudge the premises "unfit
for human habitation."
Bearing this in mind together with sanitary defects
discovered, certain areas throughout the Borough have been
scheduled as proposed Clearance Areas and a five year
programme as required by the Ministry of Health Circular
1331 was submitted to the Minister.
On October 12th, as Medical Officer of Health, in
pursuance of Section 51 (2) of the Housing Act, 1930, I
made an official representation to the Council as regards :
Area No. 1—Nos. 25 and 27, Brook Street and 1,
Orchard Road.
Area No. 2.—Nos. 82, 84 and 86, Hawks Road.
Area No. 3.—Nos. 47, 49 and 51, Acre Road.
On November 30th, I made an official representation
with regard to Area "A" which consisted of the following
dwellings :—
Canbury Place—Nos. 2, 3, 4, 5 and 6.
Canbury Passage.—Nos. 29, 31, 33, 35, 37, 39, 41, 43,
45 and 47, 49, 51, 53, 55 and 57.
The inspection of houses in order to schedule sanitary
defects entails a great amount of detailed work and occupies
much time, but the progress made must be regarded as very
satisfactory, the total of 874 houses inspected being by
far the highest ever recorded in any one year. Included in
this total are 117 houses which have been inspected and
recorded under the Housing Consolidated Regulations 1925,
which though a rather lower number than last year, it is
gratifying that it has been possible to maintain such a good
figure, in veiw of the special work at present in hand.
In the course of concentration on housing inspection,
eight cases of overcrowding have been discovered. There
were 12 cases carried over from 1932, making a total of 20.
During this year 14 were abated leaving 6 outstanding on
December 31st, 1933.
