SHOPS ACT etc. ADMINISTRATION

No new legislation to amend ambiguous provisions of the Shops Act
was passed during the year, nor were other provisions of the "Cowers
Committee" dealing with Health Welfare, and Safety In non-industrial premises
and the hours of employment of juveniles, Implemented during the year,
although the final Report was submitted in March 1949.
However, despite frustrations encountered in this little publicised
feature of the Council's responsibilities, many improvements In the heating
and ventilation of shops and sanitary facilities, and conditions of employment
of assistants, have been accomplished.
Much useful Information was given by the Department in connection with
the Town Planning Public Enquiry.
