To my deputy, Dr„ D.E„ Culllngton, I would also give thanks and
gratitude for valuable and detailed assistance in the Clinic and School
Health Services, and I owe much to Mr„ T.B Clark and his successor
Mr„ H.J. Horsnell, the department's chief asministrative assistant, and
to the clerical staff for their loyal support at all times.
Much to be done has been limited by financial stringency but our
altering social structure brings fresh problems of the new medicine
which cannot always wait on finance„ for to live up to our motto 'Progresslo
Cum Populo' at this time in the borough's history, needs courage and hardihood
„
I have the honour to be, Mr. Mayor, Ladies and Gentlemen.
Your obedient Servant,,
J. S. COLEMAN,
Medical Officer of Health.
