County Borough of East Ham Education Committee.
TO THE CHAIRMAN AND MEMBERS OF THE
EDUCATION COMMITTEE.
Ladies and Gentlemen,—
I have the honour to present the Annual Report upon the work
carried out in the School Medical Department of the County
Borough of East Ham during the year ended 31st December, 1934.
There were 18,022 children on the School Roll, as compared
with 19,719 for the year 1933. The number of routine and special
cases, of Elementary School children, examined totalled 9,186;
showing a decrease on the previous year, which is largely
accounted for by the reduction in the school population. A complete
medical inspection of all the scholars attending the
Secondary Schools has also been carried out.
The School Medical Service, in common with the Maternity
and Child Welfare and the Tuberculosis Services, has been handicapped,
very considerably, in the endeavour to attract parents to
seek advice and treatment, by unsuitable and poorly equipped
Clinic premises. The year 1934 has witnessed very appreciable
improvements in this respect and it is a matter for congratulation
that the combined Centre, for School Medical and Maternity and
Child Welfare Clinics, at Manor Park was completed by the end
of the year: a full description of this Centre is contained in my
Report. The arrangements entered into with the Woolwich
Borough Council, by which accommodation is afforded to this
Authority for Clinic purposes in the North Woolwich area, have
proved extremely satisfactory.
The Education Committee have under consideration the
accommodation afforded at the Central Clinic, on the second floor
of the Town Hall building. As previously pointed out the congestion,
overcrowding and poor ventilation of the waiting room,
the necessity at times of permitting a number of mothers and
children to be present in the clinic whilst treatment is being given
to others, are matters the significance of which are fully realised.
The Clinic is in use during every available session throughout
