16. CO-OPERATION OF VOLUNTARY BODIES.
Reference to 8 (i) on page 76 and to 9 (e) on page 77
will give some measure of the scope of the work carried out in
association with Voluntary Bodies.
17. BLIND, DEAF, DEFECTIVE AND EPILEPTIC CHILDRF.N.
Physically Defective Children.
Table III reveals the very regrettable fact that 87 children
suffering from physical defects are receiving no education owing
to their being totally unfit to attend public elementary schools.
In addition it will be seen that 618 children, who are considered
physically defective, are attending public elementary
schools, and since suitable treatment is not available for some of
these cases it is highly probable that a number of them will ultimately
join the ranks of the unfit.
Mentally Defective Children.
During the year 1926, the number of cases examined, for
purposes of the Mental Deficiency Act of 1913, was 57 (43 in 1925).

Of these 34 were classified as mentally deficient, and 10 as dull and backward, recommendations being made as shown in the following table:—

Number examined...57
Classified as mentally deficient2934
Classified as morally deficient
Classified as imbeciles5
Classified as dull and backward...10
Recommended for Special School...24
Recommended for Special Class...5

A reference to Table III will show that out of 112 children
who have been certified as mentally defective but educable in a
special school, 14 (26 in 1925) are having no education, 10 cases
are attending the ordinary elementary schools (nil in 1925), and 88
have been satisfactorily placed.
18. NURSERY SCHOOLS.
There are at present no Nursery Schools in East Ham.
19. SECONDARY SCHOOLS.
There is only one secondary school in East Ham, and tables
relating to the work carried out in connection with this school are
appended.
