Legal proceedings were instituted on 4 occasions.
The high percentage of genuine milk is satisfactory. The
unsatisfactory aspect is that the standard is altogether too low.
Too much consideration is given to the cow that gives poor milk
(and plenty of it). Much has been done by way of Milk Orders
and Regulations, but little real progress has been made. A very
large company trading in the Borough have recently inaugurated
the sealed bottle system—this assures to purchasers milk as sent
out from the dairy, correct measure, and improved cleanliness.
Again, if the public insisted upon having milk served under
hygienic conditions, it could have them, but if it is content to
purchase milk supplied in a dirty can there is usually someone
willing to oblige.
