16. CO-OPERATION OF VOLUNTARY BODIES.
Reference to para 8 (i) on page 81 and to 9 (e) on page 83
will give some measure of the scope of the work carried out in
association with Voluntary Bodies.
17. BLIND, DEAF, DEFECTIVE AND EPILEPTIC CHILDREN.
Physically Defective Children.
Table III reveals the very regrettable fact that 127 children
suffering from physical defects are receiving no education owing
to their being totally unfit to attend public elementary schools.
In addition it will be seen that 399 children (344 in 1924), who
are considered suitable for admission to open-air schools or certified
schools for physically defective children, are attending public
elementary schools, and since suitable treatment is not available
for many of these cases it is highly probable that many of them
will ultimately join the ranks of the unfit.
There are then, at present, 526 children for whom no
adequate treatment, either in the form of an open-air school or
physically defective centre, has been carried out, with the exception
of the 98 children admitted to Residential Schools of Recovery.
Mentally Defective Children.
During the year 1925, the number of cases examined, for
purposes of the Mental Deficiency Act of 1913, was 43 (42 in 1924).

Of these 35 were classified as mentally deficient, and two as dull and backward, recommendations being made as shown in the following table :—

A reference to Table III will show that out of 115 children
who have been certified as mentally defective but educable in a
special school, 26 (47 in 1924) are having no education, no cases
