From time to time the Ministry of Labour issue explanatory circulars
concerning points arising from this Act. These are most helpful and
useful documents as they are, in many instances, based on decisions of
the courts or on the experience gained by contacts with a wide range of
Local Authorities. These circulars help in achieving uniformity of action
by Local Authorities and it is hoped that the practise of issuing them will
be continued.
