MEDICAL OFFICER'S REPORT.
To the Chairman and Members of the Urban District
Council of Harrow.
Mrs. Webb and Gentlemen,
In presenting this report on the Health and Sanitary Circumstances
of the District for the year 1934, it is my pleasure to be
submitting my first Annual Report as your first full-time Medical
Officer of Health.
By the Middlesex Review Order, 1934, made in pursuance of
powers under Section 46 of the Local Government Act, 1929, the
Urban Districts of Harrow-on-the-Hill and Wealdstone and the
Rural District of Hendon were abolished as from April 1st, 1934,
the new Urban District of Harrow being formed. This new district,
comprising some 12,500 acres, is roughly rectangular in shape, of
dimensions five by three to four miles, lying in north-west Middlesex,
being bounded on the east by Hendon Borough, on the south by
Wembley Urban District and Ealing Borough, on the west by
Ealing and Ruislip-Northwood, and to the north by Watford
Rural District. The Harrow-on-the-Hill area of some 2,000
acres lies in the southern portion of the new district, with Wealdstone,
of some 1,000 acres, lying to its north and north-east.
Fringing these districts to north-east, north and west is the former
Hendon Rural District, of some 9,000 acres, which included the
parishes of Great Stanmore, Little Stanmore, Harrow Weald and
Pinner. In all these districts development has been taking place
of recent years. The population of Harrow-on-the-Hill, 19,460
at the 1929 census, was estimated to be 31,690 in 1933; Wealdstone,
from 13,439 in 1921 grew to 29,680 in 1933—but the
greatest development has been in the former Hendon Rural District.
This had a mid-year population in 1921 of 17,440 but one
of 43,611 in 1931, while its estimated population in 1932 was 50,810
and 58,560 in 1933. During the year 1934 4,331 houses were
erected, of which 896 were in Harrow-on-the-Hill, 113 in Wealdstone,
and the remainder, a figure of 3,322, in the former Hendon
Rural District. The district is divided into twelve wards. The
area of the Harrow-on-the-Hill and Greenhill Ward is 938 acres
and the estimated Local Government Electorate on the 1933
Register was 5,264. The corresponding figures for the other wards
are : Harrow Weald—1,659 and 4,157, Headstone—618 and 4,981,
Kenton—724 and 5,295, Pinner North—1,648 and 4,769, Pinner
South—1,055 and 4,548, Roxeth—737 and 5,123, Stanmore North
—2,823 and 3,841, Stanmore South—825 and 4,955, Wealdstone
North—505 and 6,758, Wealdstone South—441 and 5,914, and
West Harrow—555 and 5,062.
The extent of the health services provided by the three constituent
districts differed somewhat. Harrow-on-the-Hill area,
