existing regulations, or make new regulations instead of any
of the same (sec. 18), and if the Metropolitan Authority, or
any ten consumers of the water supplied by any company,
request the Company, in writing, to repeal or alter any of the
regulations, or to make new regulations, instead of any of the
same, and the company refuse to do so, the Local Government
Hoard may appoint a competent person to report as to the
expediency of altering or repealing such regulations, or of
making new regulations, in conformity with such request, and
on the report of such person the Board may make alterations
in the regulations as they think fit. No alteration or repeal
of any existing regulations, or any regulation newly made by
the company, has any force or effect unless, or until, the same
shall have been confirmed by the Local Government Board.
It is unlikely that the companies (they act in concert) would
voluntarily move in the matter mooted by the St. Giles's
Board, or that the Local Government Board would do so
unless strongly urged. In the report referred to, I stated that
the most likely course to attain the object the District Board
had in view would be to approach the Metropolitan authority,
i.e., the County Council, whose intervention would probably
be successful. I was of opinion that the action of the St.
Giles's Board was deserving of the support of the Sanitary
Authorities in the Metropolis, and recommended compliance
with their request for co-operation. But I stated that if there
was to be any alteration made in the Regulations, I would go
further and request the Local Government Board, at the least,
to amend No. 14 also.
GAS.
The subjoined Tables, based on the quarterly reports of
the Chief Gas Examiner, summarize the principal results
(averages) of the daily testings, at the Ladbroke Grove
Station, of the "common gas" manufactured by the Gas
Light and Coke Company at their Kensal Green Works,
