animals is prohibited (Art. 15); and provision is made for the seizure,
removal, and detention by the Inspector, or other appointed officer
of the Local Authority, of diseased or suspected animals. Regulations
are prescribed for dealing with animals whether diseased or
suspected. If diseased, the animal is to be forthwith slaughtered at
the place where it is seized; but it may be removed in charge of an
Inspector, or other officer of the Local Authority, to the nearest
available horse-slaughterer's or knacker's yard, and there slaughtered.
If the animal is suspected only, it may be slaughtered by, or at the
request of, the owner or person in charge thereof, at the place where
it is seized, or may be removed, under a twelve hours' license, to
a horse-slaughterer's or knacker's-yard for the purpose. The
suspected animal, if not slaughtered, is to be moved to some isolated
place and kept so long as the Local Authority think expedient, but it
may be slaughtered at any time by, or at the request of, the owner.
If it proves to be diseased, it will be dealt with as though it had been
found to be diseased when seized (Art. 16). The main provisions
for Compulsory Slaughter and Compensation, in respect of Glanders
and Farcy, are contained in Article 19, as follows:-
"19.—-(1.) A Local Authority may, if they think fit,' and when required
by the Board of Agriculture shall, cause to be slaughtered—
(a) any diseased or suspected horse, ass, or mule ; and
(b) any horse, ass, or mule being, or having been, in the same field, stable,
shed, or other place, or otherwise in contact, with any diseased
horse, ass, or mule, or being, or having been, in any way exposed
to the infection of disease,
"('2.) The Local Authority shall, out of the local rate, pay compensation
as follows, for any horse, ass, or mule slaughtered under this article—
(a) where the horse, ass, or mule slaughtered was diseased, the compensation
shall be one-half of its value immediately before it became
so diseased: but so that the compensation do not in any such case
exceed twenty pounds ; and
(b) in every other case the compensation shall be the value of the horse,
ass, or mule immediately before it was slaughtered.
