Later on the County Council stated that the matter was
one of great complication and old standing, and that the
ventilation of sewers had always been regarded as essential
both from the point of view of safeguarding the workers and
of the safety of the sewers themselves. They accordingly
decided that no alteration should be made in the principle
governing the ventilation of sewers under their control by
means of surface ventilators, varied in special cases by the
use of ventilating columns or such other methods of ventilation
as may be suitable in particular circumstances, and they
authorised the Main Drainage Committee to decide the method
of ventilation in any particular case having regard to the
circumstances involved. In September further representations
were made to the County Council on the matter.
Sanitary Inspection of the Area. In Table No. 28 will
be found details of the inspections made in connection with
the sanitary supervision of the Borough during the year.
The incidence of smallpox in the London area (referred
to in the appropriate section of the report) interfered considerably
with the routine work of the Inspectors, as all
Woolwich contacts were kept under close supervision.
The number of intimation notices served was 2,551, and
statutory notices, 917. The statutory notices related to
775 premises and included 727 general notices, 100 ash-pit,
61 water closet and 26 paving notices. In addition to these,
three notices were served under the London County Council
(General Powers) Acts and By-laws. In 180 instances the
owners neglected to comply with the statutory notices, but
it was only necessary to apply for seven summonses, details
of which are set out in Table No. 34, as the letter from the
Town Clerk to the owner as a preliminary to proceedings was
sufficient in the majority of cases to get the work done.
