Population. In June, 1921, at the time of the census, there
were living in the Borough 140,389 persons, 136,307 of whom
were civilians. In 1924 the civilian population was estimated
by the Registrar General to be 139,980. Curiously enough,
this estimate shows a decrease of 20 in the population as
