children between 3 and 5 years of age might be supplied.
The Circular also laid down that the financial circumstances
of applicants were to be considered, and suggested the use of
an economic circumstances scale.
As far as Woolwich was concerned, the only change necessitated
by this Circular, other than in the quantities of milk
and age of recipients, was the appointment of a Special
Committee consisting of the Chairman of the Maternity and
Child Welfare Committee, the Medical Officer of Health and
the Borough Treasurer, to deal with each application and
authorise the issue of milk.
Economic Circumstances Scale. In November, 1919, the
Council adopted an economic circumstances scale for the
supply of milk free of cost, and this scale was in operation up
to and including October, 1921. On the 1st November the
Council adopted the "Stepney" scale which is set out below.

No arrangements exist in the Borough for the supply of
milk on a part payment basis. During the year no cases were
discovered where people were obtaining milk who were not
entitled to it under the Council's scheme, but the case discovered
in 1920 in which the Council resolved to take proceedings
was heard in January, 1921, and the following
table No. 21 shows the result of the prosecution:—
