GENERAL HOUSING CONDITIONS.
The condition of housing in the country has not yet reached
normal, and in a district such as Woolwich the difficulties to
which I drew attention last year in this connection still
remain. It has, therefore, been impossible to effect all that
is desirable in connection with the older houses in the Borough.
The survey of the district, commenced in February, 1920,
and has continued. The procedure laid down in the Manual
of Unfit Houses and Unhealthy Areas issued by the Ministry
of Health in 1919 was followed out again throughout the
year.
Shortage of Houses. The housing problem is not
quite so acute as it was in 1920, but there is still evidence of
a shortage of houses in spite of the number erected under
the Council's Housing Scheme. This scheme has been proceeding
during the year, and the following Table shows the
position up to the 31st December, 1921: —
