the Society for the Prevention of Cruelty to Children to institute
proceedings. This Society has done most excellent work on
behalf of the health of children, but it is open to question
whether it is desirable that the carrying out of so important an
Act should be delegated to a voluntary and non-responsible
authority.
59. There was no change in the staff of the department
during the year. I have gratefully to acknowledge the loyal
co-operation of Chief Inspector Duck and other members of the
Public Health Staff who have, often under discouraging conditions,
conscientiously devoted their best energies to the
improvement of the public health and the diminution of sickness
and physicial inefficiency.
