If all the houses in the Borough were occupied, and the
number of persons to a house were the same as at the last
Census, the population would be 146,000, or about 17,000 more
than estimated.

2. The following table shows the number of houses at the Census, and the number certified for water each year since:—

3. At the Census there were 176 unoccupied houses in the
Borough. In December, 1906, the Rate-collectors counted the
empty houses while on their rounds and found 1,192, viz., 429
in Woolwich, 669 in Plumstead, and 94 in Eltham. Doubtless
there are, in addition to these, many unoccupied rooms and flats.
4. The following table gives for each Ward the population
and number of inhabited houses at the Census, the number of
persons to a house, the number of new houses certified for water
certificates, and the present estimated population. The populations
of the Wards are estimated by the number of occupied
houses in each Ward.
