"The Vestry considers that a Bill on the lines proposed by
the Select Committee should be introduced into Parliament
without further delay, and intends to memorialize
the president of the Local Government Board to that
effect. They consider that the objects to be aimed at
are the prevention of crime, and the more exact ascertaining
of the cause of death for statistical purposes, and
that for these ends the following are the most important
reforms demanded:—
1. Medical certificates to be forwarded direct to
the Registrar.
2. The fact of death to be certified by the medical
man.
3. That qualified medical investigators should be
appointed to enquire into all uncertified deaths,
make post mortems when required, and report
to the Coroner.
4. That in no case should a death be registered
without the production of a certificate signed
either by a registered medical practitioner or by
a Coroner, after satisfactory enquiries by the
medical investigator or after'inquest.
"The Vestry asks you to join in memorializing the
Local Government Board in favour of legislation
on the lines proposed by the Select Committee of
the House of Commons, 1893."
Up to this date replies have been received from 24 Authorities. 20 of
which concur in the proposed memorial, and 4 resolved to take
no action.
The replies received are summarised as follows •—
Chelsea Vestry. Agree that the present state of the law with regard
to death certification is unsatisfactory, and
transmit a copy of a report by their Medical
Officer of Health with respect to the matter,
copies of which have been sent to the Local
Government Board, London County Council,
and the Local Authorities on the South side of
the River Thames.
St. John's Vestry, Support the action taken by the Plumstead
Hampstead, Vestry.
St. Luke's Vestry. Agree with the opinion expressed in the communication.
St. Pancras Vestry. Have decided to memorialize the Local Government
Board in favour of legislation on the lines
proposed by the Select Committee of the House
of Commons, 1893.
Lee District Board No action taken.
of Works.
Holborn District Approve the action of the Plumstead Vestry and
Board of Works. will memorialise the Local Government Board
accordingly.
