Action under Section 67 of the Children and Young Persons Act, 1032,
means the removal of the children to a " place of safety," and in Stepney
this means removal to a Public Assistance Institution. (Such action was taken
in three cases in l!)34.) So far as 1 can make out, there is nothing to
prevent the parents from removing their children from that Institution the
next day. Ideally, the " place of safety " should be another foster-home at
which the average mother would be only too willing to allow her child to
remain. This, however, entails the payment of an adequate reward to the
good foster-mothers—a reward which many of these young unmarried mothers
cannot afford.
The year ended with preparations, at the suggestion of the Minister of
Health, for a conference with the officials of the London County Council.
