(10) The conditions under which the patient lives will be considered and
housing accommodation should be continually improved. The education
of the general public by means of lectures on the prevention of
consumption should be encouraged, and the issue of printed general
instructions as to the prevention of the spread of the disease, See., by
Health Visitors should be continued.
Institutional treatment is a matter for the London County Council,
and will include:—
(a) Observation beds in connection with one of the dispensaries for
the diagnosis of doubtful cases.
(b) Beds at sanatoria for the treatment of suitable cases.
(c) Beds for advanced cases. The patients who are in too advanced
a stage to be sent to sanatoria are a danger to the health of
other people and should be segregated as far as possible.
The advantage of the above suggested scheme is that the Public Health
Department will co-operate with general practitioners, School Medical Officers,
Poor Law Medical Officers, General Hospitals, as well as with the Voluntary
Tuberculosis Dispensaries.
The expenditure of the Borough Council on their Dispensary scheme, after
deducting the payment by the Insurance Committee in respect of the treatment of
insured persons and any other contribution will be met as follows :—
(a) 50 per cent, by the Local Government Board;
(b) 25 per cent, by the London County Council;
(•c) 25 per cent, out of the rates of the Borough.
I. The cost of such a scheme would be approximately as follows:—
(1) London Hospital. Dispensary and consultative treatment,
examination of contacts and diagnosis of doubtful
cases, both medical and surgical £300 a year.
(2) For the treatment of patients and examination of contacts
at each of the present three dispensaries—£100
a year £300 a year.
(3) Appointment of one of the Medical Officers of the above
four dispensaries as Tuberculosis Officer of the Borough
and Assistant Medical Officer of Health and the payment
of one-half his salary £250 a year.
(4) Appointment of four Nurses or Health Visitors at
£100, rising by £10 a year to £130, say £500 a year.
£1,350
