If the Dispensary is situated in the neighbourhood of the Public Health Offices,
the latter sum would be less than ore-half, as the bacteriological examinations
could be undertaken at the Laboratory, at 43, White Horse Street.

Finance:—
Establishment.—For the establishment of Dispensaries, capital grants will be
distributed by the Local Government Board to the extent of four-fifths of the
amount required. The Departmental Committee suggested that this sum should
not exceed £1 per 750 population, which, in the Borough of Stepney, would be
£370.
Maintenance.-—As to the financial assistance from the Insurance Funds towards
the maintenance of a Dispensary, no precise statement can be made at the
present time. It will be subject to arrangements between the County Insurance
Committee and the Borough Council, with the approval of the Insurance Commissioners.
A sum of 9d. per annum per insured person is now available under the
National Insurance Act for Sanatorium Benefits, as 6d. out of the Is. 3d. specified
in the Act has been allocated for the payment of doctors in respect of the domiciliary
treatment of insured persons suffering from Tuberculosis. It is impossible to say
how much of this 9d. will be ear-marked for Dispensaries. It is estimated by the
London Insurance Committee that there are in the Borough of Stepney 93,000
insured persons, and 9d. per person would therefore produce £3,487 per annum.
Deducting a possible £1,000 a year for the Dispensaries, there would be sufficient
money left to the County Committee to retain thirty-one beds at Sanatoria for the
benefit of insured persons living in the Borough of Stepney. As 23 insured persons
only applied for and were recommended for Sanatoria from October 1st to December
31st last this sum may be sufficient for the purpose.
