Special Report to the Public Health Committee on
Tuberculosis occurring in the Borough, with suggestions
for a scheme for its prevention.
During the year 1912, 2,409 cases of Pulmonary Tuberculosis were notified—
1,061 being notified in the first half of the year and 1,348 in the latter half. These
figures refer to actual cases for which 2,678 notification certificates were received.
Of these, 443 occurred in the Limehouse District, or at the rate of 8.2 per
1,000 of the population ;
397 occurred in St. George-in-the-East, or at the rate of 8.4 per 1,000
of the population.
729 occurred in Mile End Old Town, or at the rate of 6 5 per 1,000
of the population ;
840 occurred in the Whitechapel District, or at the rate of 12.3 per
1,000 of the population.
The attack-rate throughout the whole Borough was at the rate of 8.6 per 1,000
of the population.
35 were under 4 years of age, 354 were between 4 and 14, and 88 were between
14 and 16 years of age.
Of the 1,061 notified previous to July 1st, 154 were insured when the Insurance
Act for Sanatorium benefits, provided for in the National Insurance Act, came into
force—117 were males and 37 females.
The premises where the patients lived were periodically visited and kept under
supervision. When the premises were visited in the first week in October, 198 of
those notified before July 1st, were found to be dead, and 255 had left, their addresses
being traced in only a few instances.
Of the 1,348 notified in the second half of the year 357 were insured—279 males
and 78 females.
477 young persons under 16 years of age were notified, and 181 cases
occurred in Common Lodging Houses.
Excluding the children, the number of insured Consumptive patients was 26 per
cent. of the total. Deducting the children and inmates of Common Lodging Houses
(who are invariably not insured), the number of insured persons was 29 per cent.
of the total number of Consumptives, whereas 33 per cent. of the whole population
is estimated to be insured.
