Factory and Workshops Act.
The number of workshops in the district vary from time to time. They
were periodically visited during the year.
Cleanliness.—The workshops were cleansed at the proper period, 857
notices being, however, served before they were done. Proceedings were taken
in one case only.
Ventilation.—Ventilation was improved and effluvium nuisances were
abated as the result of serving 91 notices.
Overcrowding—Overcrowding was abated in 49 workshops, one owner
being prosecuted before this was done.
Sanitary Accommodation.—68 additional water closets were provided
during the year.
The number of inspections to outworkers' premises is apparently not
satisfactory, but it must be taken into consideration that the lists of outworkers
received from other Councils include addresses which are really workshops in
our district, and are visited as such.
One visit frequently includes many outworkers, inasmuch as a number of
the latter often live at the same address. That is, six outworkers might be
visited and the premises inspected, but one visit will only be credited to the
Inspector.
Further, in the list supplied by other Councils, there are included
addresses supplied by firms, and repeated by a number of others. One
address may thus be counted 20 times or more.
The above may to a great extent be responsible for the apparent
inadequacy of the number of inspections as compared with the total number
of outworkers. Some Firms sent in the lists once only, but these were firms
who employed outworkers for the first time during the year.
