12. That tins which are known to the trade as "doubtfuls" shall be
deemed to be unfit for human consumption.
13. That food intended for canning should be liable to inspection by
independent officials prior to being canned, and all foods shall be canned under
strict hygienic conditions.
14. That the use of preservatives in canned foods is unnecessary, and
should under no circumstances be permitted.
[We are also of opinion that it is desirable that dealers in unsound
goods should not be permitted to engage in the sale or preparation for
sale of foodstuffs intended for human consumption ; but we do not submit
any recommendation on this point at the present time.]
(C) Meat.
15. That the London County Council should be authorised to establish
public slaughterhouses.
16. That the mincing of meat (for sausages, etc.) should only take place
at certain specified times. Meat minced at other times should be liable to be
confiscated, and the persons permitting such mincing during unauthorised
hours shall be subject to a penalty, unless immediate notice has been given to
the Medical Officer of Health of the intention to mince meat at times other
than the specified hours.
17. That the preparation of human food in the same premises as food
that is not so intended, and the sale of cats-meat in the same shop as food
intended for human consumption be prohibited.
18. That the sale, for the purpose of human food, of the carcase of any
animal which has died a natural death, or which was in such a condition
through disease that it had to be destroyed, be prohibited.
19. That Metropolitan Borough Councils should be authorised to
institute legal proceedings against the person who sends unsound meat to a
butcher for the purpose of sale, or of preparation for sale for human consumption,
even though the butcher does not expose such meat for sale, and also
against the person who consigns to a butcher unsound meat which is seized in
transit.
(D) Coffee Stalls.
20. That coffee stalls should be licensed, and that the Sale of Food and
Drugs Acts should be amended so as to permit of samples being taken of the
articles of food sold at coffee stalls.
