The smell arising from fried fish shops is often objectionable. I always
insist on a hood being constructed over the fire with a flue to carry off the
fumes. Carelessness is often responsible for the offensive odour emitted, as the
nuisance is aggravated if sufficient oil is not added to the pan whilst cooking,
and the oil is allowed to be burnt. The fish itself is bought in Billingsgate
Market, where it is inspected previous to being sold. It is usually cooked on
the same day and it does not therefore often turn bad.
In conclusion, I have no hesitation in assuring you that the officials of the
Public Health Department are fully alive to the dangers lurking in diseased
and unsound food, and that they take full advantage of the powers conferred
by the various Acts of Parliament. As I have indicated in this report, these
powers are deficient in many directions and I think now is the time that they
ought to be materially strengthened.

4. That the London County Council and the Metropolitan Borough
