Our conclusions on the whole matter in the light of the present correspondence,
and of our general experience since we issued our previous report
are shortly set out in the following recommendations.
1. That the London Connty Council should be informed that this Council continues
in its opinion expressed in August, 1905, that it would be undesirable to adopt a
system of voluntary notification of phthisis, and believes that it would be inexpedient
at the present time to add this disease to the list of compulsorily notifiable
diseases specified in the Public Health (London) Act, 1891.
2. That the London County Council be requested to invite the Authorites of
Metropolitan hospitals and dispensaries to give to the Medical Officer of Health of
the London County Council notice of the names and addresses of patients suffering
from pulmonary phthisis attending such institutions with a view to the transmission
of this information to the Medical Officers of Health of the several Metropolitan
sanitary authorities.
3. That this Council do agree with the resolution of the Finsbury Borough Council
directing the attention of the Local Government Board to the desirability of
legislation being promoted to provide for the compulsory segregation of advanced
cases of phthisis.
4. That the Medical Officer of Health be instructed to draft posters and handbills for
distribution in workshops and factories in the Borough of Stepney with reference
to the danger arising from spitting on the floors.
