HOUSES LET IN LODGINGS.
The following houses were registered during the year under the bye-laws as to
houses let in lodgings or occupied by members of more than one family:—
Underwood Place, Nos. 1, 2, 3, 4, 5, 6, 7, and 8.
Essex Street, Nos. 14, 16, 18, 22, 26, 32, 35, 37, 39, 40, 41, 45, 49, 50, 51, 53,
55, 57.
The number placed upon the register was 26, making a total of 283 since the
bye-laws came into operation.
As stated in my report for 1904, at the end of that year the amendment of the
bye-laws as to houses let in lodgings was under consideration, amendment being necessary
in consequence of the decisions of the judges in the cases of Nokes v. Islington
Borough Council and Styles v. Galinski. At the same time the question of amending
the existing exemption clause which is contained in the Shoreditch bye-laws came
under consideration. After a conference at the offices of the Local Government Board
it was thought best not to alter the exemption clause.
A copy of the bye-laws amending the bye-laws of 1894 is appended to this report.
The amending bye-laws received the sanction of the Local Government Board on
August 5th, 1905. Their effect is to render it obligatory upon the sanitary authority
to serve a written notice upon a landlord of a lodging house giving him due warning
of any breach of certain of the bye-laws and a reasonable time to comply with the same
before legal proceedings may be taken against him.
ARTTZANS DWELLINGS.
During the year under 'consideration attention was directed to the Artizans
Dwellings in the Borough which have been specially constructed for the accommodation
of the workiing classes, and are commonly called model dwellings. These dwellings
comprise some 44 blocks, the majority of which are situate in the southern part
of the Borough, and the following is a list of them :—
