appointed to take evidence upon the state of the Thames,
with especial reference to that part of the river which
flows near the Houses of Parliament. There can be
no doubt that this inquiry must extend itself so as to
take in the general questions as to the influence of the
sewage on the river; of the river upon health; and of
the best means of remedying proved evils.
