Birmingham provides courses for sighted instructors in Orientation
and Mobility. As more instructors are trained it will be possible
for instruction in this new technique to be made available to all
blind persons.
On 14th March, 1968, I submitted a Comprehensive Report
on the Long Cane Technique to the Welfare Services SubCommittee.
This Report traced the development of the use of the
ordinary white stick by blind persons in this country; outlined the
training given in the Long Cane Technique; and included an
appraisal of the mobility experiment carried out by the Royal
National Institute for the Blind. The Report referred to the conferences
on mobility and orientation arranged by the Royal
National Institute for the Blind in February and September, 1967.
Future training of blind persons in this new technique will either
take place at a residential centre or in a person's own home by a
locally employed instructor and I trust this authority will find it
possible to recruit a Mobility Instructor in the not too distant
future.
