Moreover the facts and figures in the Report refer to people
and a difference of 1 in the last digit of a figure means that a particular
service was either provided or denied. When personal suffering
or family hardship is involved, the problem cannot be expressed
in terms of arithmetic or statistics.
We would therefore like to stress that in spile of the difficulties
touched upon at the beginning of the Report, there has been no
case where we did not offer community care. On the other hand we
were only too aware of the fact that very often what we had to offer
was not acceptable and it will be, of necessity, some time before
the Mental Health Service is truly adequate.
