be a little unfair to place the whole credit on the School Medical
Service which between 1925 and 1948 was a service in administrative
unity with that of the Maternity. Child Welfare, and
environmental services.
If credit is to be given, then the major part must be given to
the Fathers and Mothers with whom I have worked so closely
during these many years. It is they who must be the final judges
of what is best for their children. At all costs the family must be
the unit around which the services work, especially if we are to
combat the diseases that come with the stress and strain of urban
life. We must at the same time combat the tendency for
bureaucracy to creep into the medical and social services. It is an
insidious and infectious disease from which I hope I have managed
to escape throughout these years of service.
I am.
Your obedient Servant.
K. E. TAPPER.
