PROPAGANDA.
The work of the Department is its own publicity; it
does not, in my view, require propaganda in the usual
sense of the term. Instruction is a fundamental of all our
services, and I am convinced as far as Bromley is concerned
that pamphlets, posters and such like are not
required. There is, I believe, a business axiom that reads,
"A good article sells itself."
