7
years ago the Infantile Mortality Rate in Bromley showed
that of every ten babies born one died before reaching one
year of age; in the year 1935 this figure was reduced to as
low as one death in every thirty-six babies born. This
result has been obtained not by the treatment of the sick,
but solely by an increase of knowledge and practice of
preventive medicine.
The Report indicates the work of the Department
during the year 1935, and is to be read from the viewpoint
that from one year to another it is not possible to make
comparable statistics. The population changes rapidly,
especially in the environs of London, no less than 20 per
cent. of the population is in a state of flux, so that on this
basis alone yearly statistics are not strictly comparable.
That the work of the Department increases year by year
is indicated by the new Acts, Orders, Circulars and
Memoranda that are passed to the Local Authority from
the Central Government. In 1935 the following had
some influence on the routine work:—
Ministry of Health Form H256 received quarterly requiring
progress report under the Housing Act, 1930.
Ministry of Health Circular 1453 Slum Clearance. Minister's
review of local authorities' programmes expressing appreciation
of progress made and urging completion of programmes.

Institutions approved by the Minister for treatment of persons
suffering from tuberculosis.

Orders of 1935 No. 187, Public Health (Meat) Amendment
Regulations, 1935, correcting errors in Articles 9 and 10 of the
Public Health (Meat) Regulations, 1924.
