COMMERCE ROAD REDEVELOPMENT PLAN
During the year detailed surveys were carried out of properties
in the Commerce Road Redevelopment Area and lists of principal
defects were prepared and an Official Representation was made to
the Council. This was accepted and the Order was entitled "Wood
Green (Commerce Road Area No. 1) Declaration of Unfitness Order
1959" and submitted to the Ministry of Housing and Local Government.

SMOKE CONTROL AREAS
A marked turning point in the control of air pollution in
the Borough was reached on 1st July 1959 when the Wood Green No.1
Smoke Control Order relating to 1,214 dwellings and 44 other
premises in the Alexandra Park district came into operation.
Thus a positive start was made to bring an end to the burning
of bituminous coal on domestic firegrates in the Borough. Before
this step was taken, there were emitted from the domestic chimneys
in Smoke Control Area No. 1 some 30 tons of smoke per annum,
always at a low level and largely at that time of the year when
meteorological conditions produce natural fogs, which, when containing
smoke, menace public health.
Work in the formation of smoke control areas continued, and
in December the Wood Green No. 2 Smoke Control Order was made by
the Council and submitted for the approval of the Minister of
Housing and Local Government. This Order embraces 1,215 dwellings
in an area of 250 acres abutting Snoke Control Area No, 1, and it
was proposed that the operative date for the Order be 1st October
1960.
It was agreed that an area of 200 acres, abutting Smoke
Control Areas Nos. 1 and 2 and containing approximately 1,458
dwellings be surveyed with a view to making it a smoke control
area on 1st October 1961.
When completed, this phase of the smoke control area programme
will have brought to an end the burning of bituminous coal
in 27% (estimate) of the houses in the Borough.
MEASUREMENT OP AIR POLLUTION
A scheme for the measurement of air pollution in the Borough
commenced in October 1959.
