HOUSING AND TOWN PLANNING ACT.
In common with other Districts, the housing problem is one
of the greatest difficulties with which we are faced in the sanitary
work of the District, and new houses are an urgent necessity.
During the year we have come across many houses which though
legally may not be classed as over-crowded, yet there is no doubt
that they are occupied by more persons than they should be from a
health point of view.
It is very hard, of course, to give an accurate estimate of the
number of houses occupied by more than one family, but perhaps
it would not be too much to say that at least 70 per cent. are so
occupied.
Many of these houses were built to accommodate only one
family, and the conveniences, etc., for two or more families, are
far from satisfactory, to say the least.
