II.—EXTRACT FROM COUNCIL MINUTES, 27th JULY, 1937.
REPORT OF HOSPITAL VISITING SUB-COMMITTEE.
GENERAL.
1.—In accordance with the reference from the Health Committee we have considered letters
received from the Minister of Health in regard to the Council's scheme under the Midwives Act, 1936,
copies of which have been circulated to all members. We also had before us a memorandum prepared
by the Medical Officer of Health showing the changes required by the Minister and their effect on the
scheme.
Midwifery.
2.—The Minister has raised certain questions as to the number of cases which should be allocated
to a midwife and has finally stated that he is prepared to leave the matter to the Council's discretion
on the assumption that they will review the point in the future when experience of the actual operation
of the arrangements has been obtained. As it is more convenient to increase the number of midwives
rather than to discharge a midwife recently appointed and having regard to the diminishing number
of domiciliary confinements, we recommend that the number of cases to be allocated to a midwife in
the first place be increased from 65 to 70, as originally proposed, to 80 per annum.
In those circumstances the Council would employ :—
(1) by arrangement with Queen Charlotte's Maternity Hospital, for the South Kilburn area as
defined, the equivalent of 2£ midwives for approximately 200 cases ;
(2) directly, for the rest of Willesden, 5 midwives for approximately 400 cases.
The arrangement proposed by the Council's original scheme with Queen Charlotte's Hospital in
respect of their District Home in South Kilburn will, therefore, remain unaltered except that the
number of midwives to be employed will be reduced from 3 to 2 J. In these circumstances it is estimated,
subject to confirmation by Queen Charlotte's Hospital, that the sum payable to the Hospital by the
Council would be £1,032 for the first year of working instead of £1,180.
