A new scale was adopted in Way, 1920, based on a re-investigation into the cost of the upkeep
of a child in this district. Previous to that date, the Council had adopted a scheme of part
payment according to the Economic Circumstances of the. applicant, for meals, milk, dried milk,
etc., but in practice this was found to be costly and was discarded after 3 months' trial.
