Number in Family.
The number in family is taken to be the parents or guardians or older sisters looking after
the home and not working and children under 14 years.
Applicants' statements as to wages are verified from employers. Re-inquiries into the
economic circumstances of the family are made monthly.
The quantity of Dried Milk is prescribed by the Clinic Medical Officers, and is issued by the
dispensers at the Clinics.
The meals are provided at the feeding centres of the Education Committee nearest to the
homes of the applicants.
During the year 12,435 lbs. of Glaxo were supplied free, and 15,551 lbs. were sold at cost
price.
1,140 mothers and children under 5 were supplied with 13,455 meals.
The facilities for the provision of meals to mothers and children under 5 years are not always
made use of by candidates who require them chiefly on account of:—
(1) The difficulty of the mother leaving her home at the specified time;
(2) The impossibility of the young children attending by themselves, and
(3) The necessity, as a rule, of preparing a meal for the father or other members of the
family.
Having regard to the circular of the Ministry of Health, dated 14th November, 1919, relative
to the supply of milk to Expectant and Nursing Mothers and Infants, the Council, at its meeting
on the 23rd December, 1919, decided to extend the existing practice as follows:—
(1) Milk, Dried Milk, or Meals, to be provided to Expectant and Nursing Mothers and
Children under 5 years of age on the following terms
(a) Free, if the net income per head of the family is below the before-mentioned
scale.
(b) At one-fourth the cost if the net income of the family is not more than 1s.
per head per week above the before-mentioned scale.
(c) At one-half the cost, if the net income of the family is not more than 2s.
per head per week above the before-mentioned scale.
(d) At three-fourth the cost, if the net income of the family is not more than 3s.
per head per week above the before-mentioned scale.
(e) If the net income of the family is more than 3s. per head per week above
the before-mentioned scale.
(i.) Dried Milk will be provided at cost price at the Clinic to Clinic
patients.
(ii.) If Milk is desired it will have to be obtained at their own expense
in the usual way from retail vendors.
(/.) Milk and Dried Milk are not, as a rule, to be supplied to children over 18
months, or to Expectant and Nursing Mothers, except on special recommendation.
Subject to the foregoing conditions. Milk, or Dried Milk, or free Meals will be supplied by the
Council on recommendations or applications made to the Medical Officer of Health by Medical
Practititioners, Midwives, Health Visitors and others. After investigation, the Medical Officer of
Health will supply to the persons admitted to any of the above benefits coupons representing the
amount which the Council will pay towards the cost.
A special recommendation must show that the applicant is suffering from some condition,
e.g., anaemia, wasting, chronic underfeeding, or the like, in which milk is necessary or desirable.
(b) Other Foods.—The following items should receive special attention:—Unsound food and
food inspection; sanitary condition of premises where foods are manufactured, prepared, stored, or
exposed for sale, indicating any important respects in which existing powers have been found inadequate
for dealing with insanitary conditions in such places. The condition of bakehouses, meat inspection,
disease in meat, and conditions of slaughter-houses; whether a public abattoir has been established in the
