(1) For enabling any medical practioner to obtain, free
of charge, a scientific report on any material which
the medical practitioner may submit from a patient
suspected to be suffering from venereal disease.
(2) For the treatment at and in hospitals or other
stitutions of persons suffering from venereal disease
;
(3) For supplying medical practitioners with salvarsan
or its substitutes, for the treatment and prevention
of venereal disease.
The Local Government Board undertake to repay 75 per
cent. of the expenditure incurred under these Regulations,
and approved by them.
In December, 1916, the scheme of the Middlesex County
Council, which includes Willesden, was forwarded by the
County Medical Officer. Arrangements have been made by
the Middlesex County Council with large General Hospitals
and Hospitals specially associated with the treatment of
Venereal Diseases in London, together with the Prince of
Wales's Hospital, Tottenham. Treatment for these diseases
is available at any of these Hospitals on application by any
patient.
The scheme of the Local Government Board is admirable
in conception, but will fail as a means of checking
Venerea! Diseases unless the public are fully educated as to
the nature and ravages of these diseases, the methods by
which they are acquired and spread, and the importance of
securing the skilled treatment provided, as early as possible.
In particular the following facts should be widely
known:—
(1) It should be understood once for all by every male
person that sexual intercourse is not necessary for the
ma;ntenance of perfect health.
