Strictly there is no power to enable the Council to
establish a Day or Night Nursery, but the present emergency
is being considered by the Local Government Board
whom I have consulted and who are favourable to the establishment
of such nurseries. I have also consulted the
Ministry of Munitions as to the question of grant in respect
of equipment and they are considering this subject.
The Board of Education gives grants to Day Nurseries
at a rate of not more than 4d. for each attendance of nine
hours provided that in any case the total grant shall not
exceed one-half of the approved net expenditure.
The Lower Place disused Council School could be made
suitable for purposes of a Day and Night Nursery, and it
would appear that provision should be made at once for 30
children attending by day and 30 by night. The following
estimate is on the basis of this number:—

To provide and fix three 12 inch glazed stoneware sinks with 2 inch lead waste-pipes (suitable for use as baths for children).
Remove existing range of lavatory basins in Cloak-room and refix same in Bath room.
