the Committee not having all information regarding any
particular case.
Attending Court.—In cases where prosecutions are
ordered it is my opinion that they should be presented in
proper form to the Magistrates. The cases arising under the
Public Healt Acts are taken by the Clerk's Department of
the Council, and similar arrangements should be made for
the presentation of cases arising out of the Education Acts
or Attendance Bye-laws.
School Meals.—It is the school attendance officer who
makes enquiries into the social circumstances of children
requiring to be fed. If the Education Committee are to be
in possession of complete information in regard to each child
fed the results of enquiries into social circumstances should
be considered in relation to the nutrition of the child.
Further, if the Education Committee are to obtain the best
results from the school meals provided, the following duties
in addition in relation to this subject should be placed on
the School Medical Officer :—
(1) To report on all cases receiving or recommended for
school meals, including cases of insufficient nutrition
noted at medical inspection.
(2) To report on all cases of doubt as to the propriety
of keeping any child on the feeding list.
(3) To keep under observation cases temporarily
excluded from the feeding list on account of
exclusion from school.
(4) To inspect the register of attendances at meals, both
as regards the attendance generally and the attendance
of certain individual children.
(5) To approve the dietary.
(6) To report on the hygienic conditions of feeding
centres.
